quest object missing.

using http://www.wowhead.com/item=32971 this item you are able to extinguishing burning buildings :| but there are no buildings or objects that are in fire.

so there s no way to finnish quest.

there are 3 same quests so im not sure are those quests working or not. but this one isnt working!
